Major should only be used when there is a significant change to the way a program works. Often including a GUI change as well.
Minor is used when new features are added but not necessarily changing the over all function of the program.
Bug Fix is used when features need to be fixed or improved but nothing new is added to the program.
Build number, if used, is normally how many times the program has been compiled before the author is satisfied with it. With Microsoft, this number is usually in the thousands.
There are too many programs out there that release a new major version just because they dotted an i in the source code. A couple examples are Chrome and Firefox. Both of which are over 50 and I bet from GUI alone, you couldn't tell 15 from 50. Facebooks Messenger is another good one. It's over 100. Really? You have made over 100 major program changes? Just based on GUI, you cant tell 30 from 100+
When did developers stop using a solid numbering system and start using what ever popped in to their heads?
Fred stays pretty well on with his numbering and I, for one, appreciate that!

Yes, I like to respect the [major version][minor version][release number][build number] order.
I rarely change the build number because I don't want to go into minor details. Usually when I update, I call it a new release, so build does not count.
